Comprehensive Plan -
The purpose of the Plan is to guide and manage growth. The Growth
Management Act requires that state agencies must comply with local
comprehensive plans and development regulations. The Comprehensive
Plan and implementing regulations allow the City to assert local control
over certain issues with the assurance that state agencies will respect
their decisions in a manner that will reinforce the desired character,
scale, and identity of the City.

Comprehensive Plan Amendment Application -
The City Council, at the September 10, 2002, regular Council meeting,
adopted a process and schedule for the acceptance of Comprehensive Plan
amendment applications. To obtain the information sheet and
application form for this process, click on the link above.
Annual Comprehensive Plan Amendment Process
You are welcome to download any of the above documents directly
from the links above. Copies of these documents are also available
at City Hall on CD. Hard copies are also available. All will be
provided at a fee in accordance with the City's fee schedule.
